multiple tax collectors

Can anyone tell me why we have seperate tax collectors in the township?
Section 1001 of the state township code clearly states that there shall be one tax collector for all taxing bodies in the township, including school and county.
Yet we have at least three different collectors.
One for property who is elected, one for wages (now with an assistant) who is appointed, and the Single Tax collector from the county who is elected.
I contacted PSATS but they never replied.
