Newton Township Board of Supervisors’ Work Session

April 7, 2004

Board Members in Attendance:  Lee Jamison, Gary Martenson, John Pardue, John Shaffer and T.J. Kerrigan

*Lee Jamison excused himself during the meeting to attend a meeting with the Recreation Committee.

Board Guests in Attendance:  Joseph Sileo, Solicitor; Joe Stanco, CEO; Francine Miller, Secretary

Meeting Called to Order at 7:35 PM – Pardue explained that the Board was in executive session before the meeting to discuss legal matters with the solicitor and the insurance company attorney.

Unfinished Business

Milwaukee Cycle:  Attorney Greg Pascale came to discuss the situation at Milwaukee Cycle with the issues with Bill Morgan.  Pascale stated what his client would like to do with the trailers that are on the property.  After much discussion and concerns of Richard Warnken’s, the Board decided that the building has to be completed and ready for use within thirty days, get down to five trailers within 90-days, clean up the property within thirty-days and transporting trailers must be unloaded within a week’s time.  Sileo will write up a letter to this effect.

New Business

Garbage Exonerations:  Pardue stated that we have received approximately forty exonerations forms and feels that the supervisors should not decide tonight because it would take forever to look at all of them.  Residents that were in attendance discussed their concerns again about the Township signing the refuse contract.

Rec Center Employee Hire:  Sandy LaCoe sent correspondence requesting the Supervisors approve the hiring of Laura Galdieri.  Motion by Shaffer to hire Laura Gaudier at the rate of $6.50 per hour after the background checks are received, 2nd by Martenson.  Motion voted, all in favor.

Hidden Valley Estates:  Milnes Engineering sent a letter stating that the private road in Hidden Valley Estates would cost approximately $55,000 to bring up to Township specifications as compared to 1990 it would have cost approximately $24,000, which the Hrobuchak’s have a bond.  The Supervisors will discuss with Sileo about sending a letter to Hrobuchak’s about increasing their bond.  Stanco raised the question about the remaining lot’s owner requesting a building permit.  The Board stated that a building permit cannot be granted until the road is brought up to Township specifications for the Township to take over, the road would have too many homes on it for it to be a private road.

Valley View Drive:  A resident called requesting the Township clean out her driveway pipe.  The Board is requesting that the secretary ask the fire company to blow it out.

CEO:  Stanco reported that the Zoning Hearing Board held a variance hearing for MSA Inc., concerning a half-acre lot on Lisa Lane.  The Zoning Board decided to grant the variance.

Stanco also reported that Commonwealth Telephone was issued a right-of-way permit in Country Side Estates to add telephone lines.

Uniform Construction Code:  Jamison reported that the COG held a meeting concerning the issues of the UCC.  The Township has from April 9, 2004 to July 8, 2004 to decide if they are going to opt-in or opt-out.  Jamison suggests that we get prices from area companies that will inspect.

Bills:  Signed and discussed.

Being no further discussion, Martenson motioned to adjourn, 2nd by Kerrigan.  Motion voted, all in favor.
