4/11 meeting highlights

The regular April meeting was well attended, mostly by residents of several developments complaining about the results of last years attempt to tar and chip the roads.
While there were concerns last fall about loose stones, when the project was initiated, the situation became worse than anyone expected.
Apparently the job failed in at least two developments, Pedly and Summit Lake Acres.
The roads in the developments are a mess with loose gravel inches deep and piled up along the sides, apparently from the snow plows.
Complaints were initated at the work session on 4/6 which was attended by reps from Summit Lake Acres as well as the contractor.
The contractor, Vestal Asphalt, tried to say that he had a remedy which involved adding more tar to the roads. The reps from SLA were not interested nor were the supervisors.
The supervisors did agree to settle an additional bill submitted by VA for work done on a wekend which VA claimed was necessary due to poor weather during the week.
The intial amount was for over $2,100 but settled for $1,450.
Currently the road crew is out attempting to clear as much of the gravel from not only the township roads and rights of way, but also driveways and yards as possible.
The supervisors are looking into the possibilty of leasing a vacuum truck to gather the loose stones from grassy areas and elsewhere as well as a sweeper truck similar to the one used last year to clear loose stones.
They will then do whatever possible to address the cracking and other pothole problems.
This years paving projects have not been set yet.

Pete Hrobachak was in to discuss a flooding problem on his property which he blames on a pipe installed by the township on Bald Mountain Road. Said pipe is supposedly sending water onto his land which was flooding his home. In an effort to divert the water he may or may not have dug a trench which channels the water onto a neighbors property, in turn flooding that home.
Despite claims that he had paperwork from PennDOT concerning the pipe, which he could not produce, the township is in possesion of a letter from PennDot stating they have no record of any action concerning the pipe.
There was a long and heated discusion as to who, if anyone, actually dug the trench causing the run off problem. PH at one point admitted doing so, then said he didn't and at one point ATV's were the culprit.
The matter was left unsettled when PH abruptly left the meeting.
The township engineer is going to take a look at the situation.

In another Hrobuchak situation the township has filed a lawsuit against Hidden Valley Estates seeking to increase the bond on the developments lone road which was never paved or otherwise brought up to township specs. The road is still dirt and in disrepair, causing grief to the residents.
The road was supposed to be paved, as per township ordinance. All but one lot has been sold and no additional  action has been taken.
The original bond is now insufficient to cover the needed work, thus the need for the lawsuit to have it increased so the township can call on it to make the necessary upgrades and take legal posession of the road.
This is an abbreviated coverage as I was unable to stay for the entire meeting which ran until 11:30.
